Role Summary

We are seeking an experienced Data Governance Programme Manager to lead a large-scale government initiative in the Education sector. The role will oversee multi-track delivery across Data Governance, Data Warehousing, and PDP, ensuring alignment with national frameworks (NDMO) while driving high-quality, compliant, and timely programme execution.

Role and Responsibilities

• Lead and manage a government programme within the Education sector, ensuring successful end-to-end delivery
• Oversee delivery across multiple tracks, including NDMO Data Governance, Data Warehouse, and PDP initiatives
• Own programme execution, ensuring alignment with timelines, scope, quality, and strategic objectives
• Act as the primary point of contact for senior stakeholders, providing clear communication and updates
• Drive programme planning, governance frameworks, and reporting structures
• Ensure adherence to NDMO standards and Data Governance best practices
• Perform quality assurance on Data Governance deliverables and documentation
• Manage collaboration between business and technical teams to ensure seamless delivery
• Coordinate across multiple vendors, suppliers, and delivery partners
• Identify, manage, and mitigate programme risks, issues, and dependencies
• Ensure compliance with relevant Saudi regulations and standards
• Support leadership decision-making through insights, reporting, and performance tracking

Skills and Experience

• 15+ years of overall experience, with at least 5 years in Programme Management roles
• Strong hands-on experience in Data Governance frameworks, policies, and controls
• Proven track record in managing large-scale Data Governance or Data Warehouse programmes
• Mandatory experience with DAMA framework
• Experience with NDMO framework (preferred)
• Experience working in government or highly regulated environments (preferred)
• Strong ability to bridge business and technical stakeholders effectively
• Experience managing multiple vendors and delivery partners
• Solid understanding of Saudi regulations and compliance standards (preferred)
• Excellent leadership, communication, and stakeholder management skills
• Bilingual in Arabic and English (mandatory)
